Gilles Simon has left his post as director of the FIA's power and electronic gear to join the pure Corporation as technical director.
Simon, who had joined the FIA of the Ferrari team in December 2009, will join the company of Craig Pollock, who has plans to build engines in formula one for the 2014 season.
Simon had been been boss of Ferrari engine from 2006 until October 2009.
Pure work will begin next month.
"This appointment marks another key milestone in the development of pure," Pollock said.
"With Gilles Simon on board we have a designer of unique and proven Powertrain that has been central to push an agenda F1 environment."
Simon added: "make F1 more environmentally friendly is a personal goal of mine." The regulations of 2014 to train marked the biggest change in this area of F1 for a generation.
"This opportunity to develop the pure power train is a fantastic challenge and allow me to go back to my passion - design engines."
PURE, released in May of this year, aims to build and develop an environmentally responsible engine for formula one.
"Gilles leaves the FIA with my thanks and my best wishes," said the President of FIA, Jean Todt. "We have worked together on a variety of projects for many years, Peugeot, Ferrari and the FIA, and I know how much of his life has been dedicated to his love of designing power trains."
